Egypt is poised to significantly expand its nuclear energy capabilities with plans for two additional reactors at the El-Dabaa power plant.

The proposal could increase the plant’s capacity by 50 percent, bringing it to approximately 7.2GW. This expansion follows directives from the Egyptian presidency, although details on financing and construction timelines remain undisclosed.

Egypt’s Ambitious Nuclear Expansion Plans

Electricity and Renewable Energy Minister Mahmoud Esmat announced discussions with Russia’s Rosatom regarding the addition of two reactors to the El-Dabaa nuclear power plant. Currently, the plant features four Generation III+ VVER-1200 reactors, each with a capacity of 1.2GW, totaling 4.8GW. If the new reactors are built using the same design, the total capacity could reach about 7.2GW.

The existing project is financed through a bn state loan from Russia, covering 85 percent of costs, while Egypt funds the remaining 15 percent. It remains unclear if a similar financing structure will be applied to the proposed expansion.

Context of Egypt’s Energy Strategy

As Egypt faces rising electricity demand, the expansion of nuclear capacity is seen as a way to reduce reliance on natural gas for power generation. This shift could free up more gas for industrial use or export. The country is also investing in solar, wind, and electricity-storage solutions to diversify its energy portfolio.

The El-Dabaa project is expected to reach full capacity by around 2030, with ongoing construction of the existing four units. The reactor pressure vessels for Units 1 and 2 have already been installed, marking significant progress in the project.
