Perú and Bolivia are deepening their border integration efforts through a series of agreements aimed at enhancing bilateral cooperation.
This week, Foreign Ministers Carlos Espá of Peru and Héctor Huanca of Bolivia met in Desaguadero to reinforce agreements related to the San Lorenzo-Extrema border crossing and the exchange of phytosanitary certificates. They expressed a commitment to strengthen their bilateral relationship based on shared values and cooperation.
Strengthening Border Integration Between Peru and Bolivia
The meeting highlighted the ongoing implementation of the San Lorenzo-Extrema border crossing agreement, which has been in effect since June 15, 2026. This initiative aims to facilitate the movement of people, goods, and services between the two nations.
Both ministers emphasized the strategic importance of the Binational Integrated Border Attention Center (Cebaf) in Desaguadero. They expressed their intention to establish a 24/7 operational scheme to enhance commercial transit and personal movement across the border.
Key Developments in Phytosanitary Cooperation
Espá and Huanca also celebrated the successful implementation of the electronic exchange of phytosanitary certificates (e-Phyto) between Peru’s National Agrarian Health Service (SENASA) and Bolivia’s National Service of Agricultural Health and Food Safety (SENASAG). This advancement is expected to modernize sanitary procedures and facilitate bilateral trade, reducing time and costs for agricultural product exchanges.
The ministers acknowledged over three decades of collaborative efforts through the Binational Autonomous Authority of Lake Titicaca, Desaguadero River, Lake Poopó, and Coipasa Salt Flat (ALT) to manage shared water resources effectively.
