Department of Basic Education approves R1.6bn literacy support material catalogue

South Africa is taking significant steps to enhance literacy among its youth. The Department of Basic Education has approved a R1.6 billion investment in new learning materials aimed at improving reading skills in early education.

This initiative will ensure that every classroom has at least 40 shared readers and one individual reader per child. The approval comes after delays and complaints regarding the procurement process, but it marks a crucial advancement in the Foundation Phase education system.

New R1.6 Billion Literacy Initiative Approved

The Department of Basic Education’s new Foundation Phase learning and teaching support material catalogue aims to boost literacy rates among young learners. Dr. Nompumelelo Mohohlwane, the department’s director of reading, emphasized that this catalogue will significantly increase the availability of reading materials in classrooms.

Previously, the catalogue for grades 1-3 was outdated and lacked adequate provisions for reading resources. The new catalogue, finalized after extensive discussions, prescribes a minimum of 40 shared readers per classroom, ensuring that children have access to essential reading materials.

Challenges in Accessing Reading Materials

Despite the positive developments, access to books remains a significant challenge. Mohohlwane highlighted that many children still lack sufficient reading materials that resonate with their experiences. The department aims to address these gaps by providing a broader range of accessible books.

The recent Teen Pilot Survey revealed that while teenagers are generally positive about reading, there are persistent gaps in access to reading material, particularly in African languages. The survey found that 55% of teenagers preferred reading in an African language, yet only 20% actually did so, indicating a significant unmet demand.

  • Continued development of reading benchmarks for grades 1 to 3 in all 11 official languages.
  • Efforts to increase the availability of diverse reading materials that reflect children’s lived experiences.
