Ramaphosa appoints Dr. Ngobani Makhubu as new SARS commissioner

South Africa’s tax administration is set for a leadership change as President Cyril Ramaphosa appoints a new commissioner.

Dr. Ngobani Johnstone Makhubu will take over as Commissioner of the South African Revenue Service (SARS) starting 1 May 2026, succeeding Edward Kieswetter. Makhubu, who has served as deputy commissioner since 2023, will lead the agency for a five-year term following a unanimous recommendation from a selection panel.

New Leadership at South African Revenue Service

President Ramaphosa’s decision to appoint Makhubu comes after a thorough selection process led by Finance Minister Enoch Godongwana. Makhubu brings over 17 years of experience in tax administration and operations management, having worked in various sectors including mining and public revenue services. His expertise is expected to guide SARS through its ongoing challenges.

Kieswetter’s tenure, which lasted seven years, was marked by significant achievements, including the implementation of the Vision 2024 strategy. This initiative resulted in a compounded annual growth rate of 7.6% in revenue collections and a 3.4 percentage point increase in voluntary compliance.

Achievements of Outgoing Commissioner Edward Kieswetter

Kieswetter has been credited with rebuilding SARS during a tumultuous economic period, particularly amid the COVID-19 pandemic. His leadership focused on leveraging technology to enhance tax collection and making the tax process more accessible for citizens. Under his guidance, SARS achieved record revenue collections, reaching R2 trillion in the 2025/26 fiscal year.

Despite facing challenges such as a shrinking tax base and the emigration of wealthy taxpayers, Kieswetter’s strategies positioned SARS as a vital component of South Africa’s fiscal stability.
