Community-Based Social Protection: A Path Toward Resilience in Africa

In an inspiring move toward fostering resilience and solidarity across the continent, the African Union Commission (AUC) and the United Nations Development Programme (UNDP) have unveiled a groundbreaking report titled “From the Ground Up: Community-Based Social Protection in Africa.” The report was launched during the AU Symposium on Social Protection, held from October 7-8 in Namibia, bringing together diverse stakeholders to discuss inclusive social support systems.

At the heart of this report is the intrinsic belief that Africa’s greatest strength lies within its communities. As highlighted by Dr. Matthias Naab, Director of the UNDP Regional Service Centre for Africa, community-based social protection organizations (CBSPOs) form the backbone of African resilience. These organizations, which include rotating savings groups, burial societies, and labor-sharing associations, exemplify community solidarity, providing crucial support to millions facing poverty, crises, and social exclusion.

Given that formal social protection systems cover only about 17% of the African population, CBSPOs have stepped in to fill the gaps, particularly in rural and informal economies. Their contribution is particularly vital for women and youth, who represent the majority of both participants and leaders. These organizations offer savings, credit, emotional support, and emergency assistance, creating an environment of mutual aid that fosters trust and social cohesion. Their structure allows for swift adaptation to various shocks, whether economic, climatic, or health-related.

Unfortunately, despite their critical role, CBSPOs are often overlooked in policy discussions and lack the support necessary to enhance their operations. The report urges governments to forge stronger connections between community initiatives and national systems, promoting policies that resonate with local realities.

The AU Symposium, themed “Building Sustainable Social Protection Systems in Africa: Frameworks, Financing, and Accountability,” serves as a critical venue for these discussions, bringing together representatives from AU Member States, regional economic communities, and civil society. Key topics addressed include sustainable financing and digital delivery mechanisms, ensuring that social protection systems are both inclusive and effective.

Moreover, during the symposium, the AUC launched the Technical Working Group on Social Protection (TWG-SP), which aims to enhance collaboration and share innovative practices among Member States in the lead-up to the Second World Summit for Social Development (WSSD2) scheduled for November.

Dr. Sabelo Mbokazi, Head of Labour, Employment, and Migration at the AUC, emphasized that CBSPOs are not merely informal alternatives to formal social protection; they are established institutions that have proven their capacity to manage risks and mobilize resources effectively.

As the report concludes, a Call to Action is made for governments, development partners, and financial institutions to recognize the invaluable role of CBSPOs in achieving the Sustainable Development Goals (SDGs) and Agenda 2063. The emphasis is clear: “Resilience does not begin in boardrooms or ministries—it begins in communities,” added Dr. Naab, highlighting the need for foundational approaches to building inclusive systems.
