Ghana’s 2026 Budget for tourism, arts, and culture shows potential but faces significant challenges, according to tourism consultant Emmanuel Frimpong.
Frimpong noted progress in areas like institutional development and digitalisation, but emphasized that many commitments are still in preparation or implementation. He highlighted the Ghana Tourism Marketplace and Ghana Tourism Investment Platform as key initiatives aimed at enhancing market access and connecting investors with opportunities.
Ghana’s Tourism Initiatives in 2026 Budget
Frimpong pointed out that the Ghana Tourism Marketplace allows businesses to showcase and sell their products and experiences. The investment platform is designed to link investors with hotels, attractions, and community-based tourism enterprises. However, he expressed concerns that the benefits of these initiatives are not evenly distributed, particularly affecting small businesses outside major tourism centers.
Challenges such as poor access roads, inadequate financing, and limited digital skills hinder the growth of the tourism sector. Frimpong stressed the importance of improving infrastructure alongside digital tourism promotion to enhance visitor experiences.
Ghana: Key figures on Tourism Performance
- 1,306,962 international tourist arrivals in 2025, generating estimated revenue of US.34 billion
- Domestic tourism visits rose from 1.68 million in 2024 to 1.79 million in 2025
- Licensed tourism enterprises grew by 6.1 per cent
Challenges and Recommendations for Ghana’s Tourism Sector
Frimpong called for the government to provide detailed information on jobs created and businesses benefiting from tourism projects. He also urged for data on funds disbursed, private investments attracted, and revenue generated. Timely release and use of approved budget allocations are essential for progress.
Other priorities include enhancing tourism data systems and ensuring accessible financing for small and medium-sized tourism and creative businesses. Frimpong advocated for a Tourism Satellite Account to better measure tourism’s contribution to GDP, employment, and national revenue.
Next Steps for Ghana’s Tourism Development
- Complete outstanding infrastructure projects
- Improve collaboration among government, businesses, local authorities, and communities
- Focus on sustainable job creation and local income retention
Ghana’s tourism sector must evolve beyond visitor numbers to ensure sustainable growth and improved livelihoods.
