Africazine:

Eskom’s financial turnaround is overshadowed by a growing municipal debt crisis in South Africa.

Dan Morakane, Eskom’s group chief executive, has proposed redirecting funds for free basic electricity directly to Eskom, rather than through municipalities. This comes as Eskom reports a record profit of 30.3 billion rand, despite municipal debt exceeding 120 billion rand, which poses a significant risk to its financial sustainability.

Eskom Proposes Direct Funding for Basic Electricity

Morakane’s proposal aims to restructure the funding mechanism for free basic electricity, which currently relies on outdated estimates. He argues that funds should go directly to Eskom as the service provider to ensure better financial management. The municipal debt crisis has escalated, with debts climbing from just over 111 billion rand to 120 billion rand.

Despite these challenges, Eskom achieved its highest energy availability factor in six years, allowing it to meet national electricity demand without load shedding for over a year. This success is attributed to improved power station efficiency and reduced diesel expenditures.

Key Figures on Eskom’s Financial Performance

South Africa: Key figures on municipal debt and electricity

  • 30.3 billion rand profit
  • 120 billion rand municipal debt
  • 6.2% decline in electricity sales volumes
  • 22.4 billion rand saved in the past year
  • 112 billion rand target for the 2030 financial year

Challenges Ahead for Eskom’s Restructuring

Morakane emphasized the need for urgent intervention from the National Treasury to address the systemic issues in municipal funding. He noted that only a small portion of the current tariff covers poor debt collection, which frustrates compliant consumers. Eskom is also rolling out seven million smart meters over the next two years to combat electricity theft and improve revenue predictability.

The Eskom restructuring task team is expected to present solutions within the next three to four months. The pace of unbundling Eskom into separate entities will depend on resolving the municipal debt crisis first.

Next Steps for Eskom’s Financial Strategy

  • Restructuring funding for free basic electricity
  • Presentation of solutions by the Eskom restructuring task team in three to four months
  • Public comment period for revised electricity pricing policy open for 30 days

Eskom’s record profit highlights the urgent need to address municipal debt for sustainable energy solutions in South Africa.
