Health Department Launches Course to Enhance Primary Health Care in PNG

The Health Department of Papua New Guinea is taking significant steps to enhance healthcare delivery through a new training initiative.

Supported by the World Bank and the Australian government, a week-long District Primary Health Care Management course has begun in Port Moresby. This program aims to empower local leaders from eight provinces to improve frontline service delivery.

Empowering Local Leaders in Health Care

The course, which runs from Sunday to Friday, focuses on shifting the emphasis from provincial coordination to direct implementation at the district level. Health Minister Elias Kapavore opened the session, emphasizing that improving health outcomes requires collaboration beyond government efforts.

Kapavore identified primary health as a critical priority for achieving universal health coverage by 2030. He stressed the importance of partnerships in delivering effective health services, stating that a serious reset in health delivery methods is necessary.

Pivotal Challenges Addressed in Training

This initiative addresses significant challenges facing the healthcare system, including a 40 to 60 percent facility functionality gap and declining immunization rates. By adopting a systems-based approach, the program aims to equip district leaders with essential skills for managing infrastructure, supply chains, and workforce planning.

Health Secretary Pascoe Kase noted that while logistics are managed at the provincial level, the actual service delivery occurs at the district level. This highlights the need for effective leadership and management at the grassroots level.
