Urgency for Leadership at SEDFA: Committee Calls for Permanent CEO Appointment

The Portfolio Committee on Small Business Development is sounding the alarm on a critical issue that could shape the future of small businesses in South Africa. The committee is advocating for the rapid and permanent appointment of a chief executive officer (CEO) for the Small Enterprise Development Finance Agency (SEDFA). This position has been occupied on an acting basis for over a year, creating a leadership vacuum that could hamper the agency’s efforts to effectively support small enterprises.

Established in 2024 through the National Small Enterprise Act, SEDFA was launched with the noble mission of empowering small businesses. The committee emphasized that without stable leadership, SEDFA’s mandate might not reach its full potential.

During a recent briefing on October 29, members of the Portfolio Committee reviewed performance reports from the Department of Small Business Development (DSBD) and SEDFA for the first quarter of the 2025/26 financial year. While the DSBD shone with an impressive performance score of 90%, SEDFA’s results, at just 52%, raised eyebrows. Committee Chairperson Ms. Masefako Dikgale articulated the urgent need to address the CEO vacancy, stating, “The time for delay is over. It’s essential that we fill the CEO position at SEDFA permanently for the benefit of the agency and the small businesses that depend on its services.”

In a positive response to the committee’s concerns, the SEDFA Board revealed that the recruitment process for a permanent CEO is already in motion, aiming for completion by the end of November 2025. Following this, the necessary Cabinet approval will be sought to finalize the appointment. The assurance by SEDFA leadership is a positive sign, as the committee remains committed to holding them accountable throughout this process.
