The City of Johannesburg is embarking on an ambitious journey to reshape its urban landscape, with a renewed strategic focus on digital transformation and infrastructure. As part of its 2025/26 draft Integrated Development Plan (IDP), local officials are aiming to elevate the city’s status to that of a “world-class African city” through innovative technology and smart initiatives. This plan comes in response to the city’s past challenges, including fragmented projects and governance issues that have slowed progress.
In the newly released draft IDP, which is currently open for public input, Johannesburg outlines specific hurdles it must overcome. Challenges such as outdated ICT environments, planning inefficiencies, and the need for cohesive mayoral backing for implementation strategies are at the forefront. One of the notable aspects of Johannesburg’s strategy is its plan to evolve from a basic 10-point program to a more extensive 20 focus areas designed to give residents more interactive and meaningful experiences. This includes the creation of smart citizen engagement platforms and initiatives aimed at fostering a digital economy. Additionally, addressing spatial inequalities through technological innovation is projected to play an essential role in the city’s development.
To support these ambitious goals, the City of Johannesburg (COJ) has allocated a significant budget for smart city initiatives. For the 2025/26 financial year alone, over R300 million has been earmarked for a range of interventions—including the replacement of outdated traffic signal systems, rolling out smart prepaid meters, and enhancing security infrastructure with advanced CCTV camera deployments. Moreover, planned efforts such as a WiFi rollout in townships and informal settlements demonstrate a commitment to inclusivity and accessibility in the digital age.
