Kampala’s Game-Changer: Museveni Launches Shs300 Million Annual Fund for Economic Empowerment of Persons with Disabilities!

President Museveni Commits to Empower Persons With Disabilities in Kampala

In a significant move towards empowering Persons With Disabilities (PWDs) in Kampala, President Yoweri Kaguta Museveni announced an annual allocation of Shs 300 million. This fund will be distributed through Savings and Credit Cooperative Organizations (SACCOs) across the city’s five divisions, aimed at enhancing the socio-economic well-being of the PWD community as part of the government’s Parish Development Model (PDM).

During a heartfelt meeting at State House in Entebbe with a group of PWDs led by Hon. Hellen Grace Asamo, Minister of State for Disability Affairs, President Museveni acknowledged the pressing need for increased financial support. The representatives voiced their concerns about the inadequacies of the current PDM allocation of Shs 1 million, emphasizing that it falls short of addressing their unique needs and challenges.

Recognizing the importance of adjusting funding to better support PWDs, President Museveni stated, “I think we had not really considered how that money is not sufficient for you. Now that I am aware, we are going to step in. You are right; you have special needs and requirements.” This commitment reflects a positive shift in governmental priorities towards inclusivity and empowerment for marginalized groups.

The five divisions of Kampala—Central, Kawempe, Makindye, Nakawa, and Rubaga—will each receive an annual allocation of Shs 300 million. This funding aims to support at least 100 individuals per year, empowering them to make decisions regarding the distribution of these funds among their SACCO members. President Museveni reiterated the government’s dedication to fostering socio-economic transformation and improving livelihoods for all citizens, no matter their circumstances.

One of the representatives, Mr. Majid Kawooya, expressed gratitude for the President’s prompt response to their concerns. He explained the challenges faced by PWDs in utilizing the current PDM funds effectively. “While Shs 1 million is allocated for income-generating projects, many of us require assistance for mobility and other essential services, which significantly diminishes the amount available for investment in our businesses,” he highlighted.

By acknowledging the distinct challenges faced by PWDs, such as the necessity of hiring helpers, President Museveni’s administration is paving the way for a more inclusive approach to economic development. It’s a testament to the potential for positive change, not just within Uganda, but throughout Africa, as countries refocus their policies to better cater to the needs of all citizens.

This initiative marks a crucial turning point in the conversation about inclusivity in Uganda, hopefully inspiring other nations to follow suit in their own PWD empowerment efforts.
