The Rise of Water Management in Global Climate Policy
As the international climate community gears up for another pivotal COP event, the focus on sustainable water management is gaining unprecedented traction. This commitment is vividly exemplified in initiatives like the Water for Climate Pavilion, where leaders gather to discuss innovative solutions to one of our planet’s pressing challenges: climate change. In a recent interview with Africazine, Dani, a key figure in these discussions, articulated the ambition behind these endeavors, stating, “At COP, we not only offer capacity development but also aim to position effective water management as a vital solution to our climate challenges.”
The ongoing evolution of this initiative is evident, with last year’s conference marking a significant shift towards inclusivity. The water community’s proactive approach fostered dialogue across almost 150 water-related events that unfolded outside the pavilion, broadening the horizon for collaboration with various stakeholders. This year, the strategy is clear: leverage ongoing discussions with diverse communities, including oceans and indigenous peoples, to enhance the dialogue on climate resilience.
The framework for this year includes ten specialized working groups aligned with the United Nations Framework Convention on Climate Change (UNFCCC). These groups are tasked with setting long-term collective goals, ensuring that their impact resonates beyond the current conference. Dani suggests that this upcoming COP serves as a crucial interim stage in a two-year process where countries will present revised Nationally Determined Contributions (NDCs) in February. “Water can significantly enhance climate solutions, especially in relation to National Adaptation Plans,” he added, underscoring the pivotal role that water management plays in global climate negotiations.
Building Momentum Beyond COP28
The dialogue extends beyond the Water for Climate Pavilion, as organizations like SIWI engage through the Marrakech Partnership for Global Climate Action (MPGCA). Established during COP21 alongside the Paris Agreement, this partnership recognizes that combating climate change is a collective endeavor. “When the Paris Agreement was forged, we were on a trajectory that could have led to a four degrees temperature rise,” noted Maggie White, SIWI’s Senior Manager. The MPGCA champions the importance of involving non-state actors, ensuring a wide array of voices contribute to the conversation.
SIWI has made significant strides in highlighting water’s essential role across various thematic areas such as food security, energy, and climate resilience. The upcoming COP29 will see SIWI spearheading the MPGCA Water Action Event, focusing on initiatives launched last year that strive to promote urban water resilience and food systems that withstand climate fluctuations. Maggie emphasizes, “This platform provides us with the opportunity to discuss existing challenges and strategize on scaling these initiatives effectively.”
Together with the Alliance for Global Water Adaptation, SIWI is coordinating an official side event to explore “Freshwater solutions to enable effective and resilient climate mitigation action.” This builds on the key outcomes from COP28, reinforcing water’s indispensable role in impactful climate strategies.
As anticipation builds for COP29, we can expect a significant exchange of ideas, fostering relations among global players. Susanne Halling Duffy, Director of World Water Week, will also be in attendance, emphasizing the importance of maintaining momentum in the lead-up to next year’s event. “Each conference is just one piece of a greater puzzle; sustained collaboration is essential for effective climate action,” Duffy states.
The Water for Climate Pavilion and its affiliated initiatives signify a monumental step towards ensuring that water management stands at the heart of climate dialogue. With a commitment to continuous engagement, these discussions pave the way for tangible change and sustainability.
