Artificial Intelligence (AI)-Driven Cartels Challenge Traditional Antitrust Approaches, Experts Conclude at HSE Conference
Digital cartels and algorithmic coordination were among the central topics discussed at the 10th Anniversary International Conference “Antitrust Policy: Science, Practice, Education,” organized by FAS Russia, HSE University and the BRICS Competition Law and Policy Centre. Officials from BRICS and EAEU competition authorities, judges, researchers and practitioners examined how AI technologies reshape global markets and complicate traditional antitrust enforcement.
During the session “Artificial Intelligence vs. Cartels,” Alexey Ivanov, Director of the BRICS Competition Centre, emphasized that algorithmic coordination represents a new form of cartelization. He noted that algorithms can synchronize prices without human intent or explicit agreements, creating “black boxes” that regulators struggle to interpret. While classical cartels relied on meetings and documented communication, digital cartels may evolve autonomously, react in milliseconds and scale across entire platforms.
Ivanov referenced emerging global enforcement practice that illustrates these challenges. In the United States, the RealPage case has demonstrated how revenue-management software coordinating rental prices across a market can lead to cartel-like outcomes, resulting in dozens of settlements and creating a new benchmark for assessing algorithmic collusion. Similar issues arise in ride-hailing and online marketplaces, where centralized algorithmic systems influence pricing, ranking and access to key tools such as the Buy Box. Risks of algorithmic price management, he noted, also exist on Russian platforms. In global commodity trade, digital platforms such as Covantis show how blockchain-based systems may consolidate, rather than decentralize, market power.
According to Ivanov, some forms of digital coordination are becoming structural features of modern markets. Regulators therefore need to understand how algorithms operate and develop tools that differentiate harmful coordination from efficiency-enhancing mechanisms. This includes transparency requirements for algorithms, real-time monitoring, increased technical capacity within antitrust agencies and expanded international cooperation.
The conference underscored a growing consensus: AI-driven coordination is transforming markets faster than traditional antitrust tools can respond. Experts agreed that enforcement approaches must evolve accordingly to ensure that digital markets remain open, transparent and competitive.

UAE Ministry of Energy and Infrastructure delivers opening keynote
Industry leaders, economists and policymakers converged at the Big 5 Global Leaders' Summit to examine how markets are shifting and what it will take to keep construction supply chains resilient.
Delivering the opening keynote for the summit was His Excellency Eng Yousif Abdalla, Assistant Undersecretary for Federal Infrastructure Projects Sector at UAE Ministry of Energy and Infrastructure, who highlighted how cooperation between public and private sectors remains essential to delivering projects that support economic diversification and national resilience.
“In the United Arab Emirates, we are committed to promoting the adoption of modern technologies in the construction sector and enabling a regulatory and economic environment that keeps pace with this progress,” he said. “We also encourage the use of environmentally friendly building materials, smart construction technologies and advanced data analytics in project management.

‘A defining era of industrial innovation'
In the opening executive dialogue, Asam Hussain, CEO of Arabian Gulf Steel Industries, joined Dr Nicholas Fearnley, Global Head of Construction Forecasting at Oxford Economics, for a candid assessment of the steel industry's outlook. Their conversation addressed global demand trends, the shift towards low-carbon production models, and how locally sourced materials help reduce exposure to geopolitical and economic risks.
“Verified Net Zero steel gives developers' clarity on material choices,” Hussain said. “AGSI's traceable, locally sourced production offers among the lowest-carbon performance globally and supports reliable supply as regional construction needs grow.”
Angela Pernsteiner, Visionary Founder of Würth Professional Solutions, highlighted how transformational leadership and multi-generational business models are shaping new approaches to process efficiency, market positioning and strategic partnerships.

Additional contributions throughout the day came from senior representatives of the Ministry of Public Works and Infrastructure South Africa, King Abdullah Financial District (KAFD), the Italian Trade Agency and Abu Dhabi's DMT and ADPIC, highlighting themes of diversification and long-term planning.
GeoWorld Summit discuss data governance
At the GeoWorld Summit, experts examined governance frameworks for geospatial data and the standards required for responsible use over the next decade. Key topics included data privacy, accuracy, interoperability, regulatory alignment and how AI and machine learning can support better decision-making.
Speaking on a panel session entitled Unlocking the Power of Geospatial Data: A Governance Framework for the Next Decade, Eng Maitha Al Nuaimi, Director of GIS Centre at Dubai Municipality, directly addressed the attending delegates, making it clear that the goal is always to improve the quality of life in the emirate while ensuring data security. Governance, she said, should never negatively affect quality of life, but rather enhance it regardless of whether that is for employees, residents, or visitors.
Eng Heba Matar Khalifa Alnofeli, Head of Asset Registry and Governance Section at Abu Dhabi's Department of Municipalities and Transport (DMT), added that data is fuel and the quality and safety of that data is key.
Product launches and exhibitor highlights
Day one also showcased a range of new products across building materials, smart technologies, tools, HVACR systems and finishing solutions. Exhibitors reported strong engagement from buyers seeking practical solutions that support cost efficiency, sustainability and project delivery.

Prime Minister and Minister for Finance Lawrence Wong visited Johannesburg, the Republic of South Africa, from 21 to 23 November 2025 to attend the 2025 G20 Summit.
At the G20 Summit, in line with the South African G20 Presidency's theme of “Solidarity, Equality, Sustainability”, Leaders reaffirmed their commitment to working together to strengthen international financial and economic cooperation, and to collectively address future challenges, including the impact of artificial intelligence.
In his interventions, Prime Minister Wong emphasised that the G20 must act with pragmatism and fresh thinking to shape a future that is open, resilient, and inclusive. He highlighted the need to revitalise the rules-based multilateral trading system, including through reform of the World Trade Organization, and called for countries to share expertise and strengthen global partnerships to lead digital transformation, including artificial intelligence.
On the sidelines of the G20 Summit, Prime Minister Wong had bilateral meetings with the President of the European Commission Ursula von der Leyen, President of Finland Alexander Stubb, President of France Emmanuel Macron, Federal Chancellor of Germany Friedrich Merz, Taoiseach of Ireland Micheál Martin, Prime Minister of Italy Giorgia Meloni, President of Türkiye Recep Tayyip Erdoğan, and Prime Minister of Vietnam Pham Minh Chinh.
Prime Minister Wong will depart for Addis Ababa, the Federal Democratic Republic of Ethiopia, today.

Tech leaders, policymakers, and innovators took the spotlight on the second day of Africa Tech Festival 2025 (https://AfricaTechFestival.com/), turning discussions on ethical AI, inclusive investment, and human-centred leadership into a blueprint for Africa's digital future. Across the festival's stages, private and public sector stakeholders alike shared a commitment to driving innovation that is responsible, equitable, and rooted in African values.
A key highlight of the day was UN Assistant Secretary-General and Chief Information Technology Officer, Bernardo Mariano Junior, pledging the UN's support for Africa's AI journey. In his virtual keynote titled Governing AI in Africa – Building Trust through Contextual and Ethical Leadership, he underscored the need for African-led frameworks that prioritise transparency, accountability, and inclusion in the development and deployment of AI. Mariano noted that Africa's cultural and linguistic diversity makes it a proving ground for ethical and inclusive technology, and called for Africa to shape, not merely adopt, global AI norms and develop technology that serves humanity in the spirit of ubuntu.
Entrepreneurship and financial inclusion took centre stage at AfricaIgnite, where Odunayo Eweniyi, Co-Founder of PiggyVest and General Partner at FirstCheck Africa, shared tips on building sustainable ventures during the Lessons from a Top Founder on Building Success session. She reflected on PiggyVest's decade-long journey to democratise savings and investment for millions of Nigerians, emphasising that user trust, transparency, and regulatory collaboration are the cornerstones of long-term success in fintech. The session highlighted how responsible innovation can expand access and foster financial resilience across Africa's rapidly growing digital economy.
The festival's focus on youth and leadership was highlighted at Tech, Talent and the African Youth Dividend, featuring rugby legend and philanthropist Tendai “The Beast” Mtawarira in discussion with Marcia Mahlalela (Ascendants Media Group). Drawing parallels between sport and entrepreneurship, the conversation highlighted discipline, resilience, and mentorship as key ingredients in shaping Africa's next generation of leaders. Reflecting on his journey from sport to social impact through the Beast Foundation, Mtawarira noted that leadership also means investing in others, empowering youth, and leaving organisations stronger for the future, including using technology to advance careers and improve social circumstances.
Addressing a key issue affecting many African countries, the AfricaCom fireside chat Connectivity Empowering Africa's Future – Why Rural Matters focused on the transformative power of digital infrastructure in underserved areas. Tumi Chamayou-Sekhukhune (MTN South Africa) and Dion Jerling (Connect Earth) examined how expanded connectivity continues to unlock economic potential and drive social inclusion across rural communities.
Continuing the discussions on the key role of women in Africa's tech ecosystem, panellists Nirvani Dhevcharran (The Foschini Group), Zandile Mposelwa (Zandile Mposelwa Consulting), and Nikita Thakrar (Included VC) discussed the need for sustained investment in women-led ventures and equitable representation in decision-making roles. The session, titled Leading from the Front - Women Shaping Africa's Tech Future, underscored that inclusive leadership is essential for sustainable growth, while highlighting successful women-designed tech innovations.
