Djibouti Launches Innovative Digital Code to Transform Its Digital Landscape

In a landmark move set to reshape its digital landscape, Djibouti recently unveiled its first-ever Digital Code during a vibrant plenary session of the National Assembly on June 30th. This innovative legislation, which has been two years in the making and developed through extensive consultations with stakeholders, aims to accelerate the country’s digital transformation journey and position Djibouti as a regional digital hub.

The Digital Code, comprised of eight comprehensive volumes and nearly 800 articles, covers essential areas that include data protection, cybersecurity, and e-commerce. It also ventures into the realms of cryptology, digital consumption, and innovative services, ensuring that all aspects of the digital economy are taken into consideration. According to the Ministry of Digital Economy and Innovation, this ambitious project signifies a major step forward for Djibouti, creating a solid framework to foster innovation and instill digital trust among consumers.

This strategic initiative aligns seamlessly with Djibouti’s “Vision 2035,” which envisions the country stepping up as a key player in the digital arena in East Africa. By bolstering technological investments and enhancing the execution of public digital projects, including electronic identity and e-government services, Djibouti is positioning itself as an attractive destination for both local and international tech enterprises.

However, the successful implementation of the Digital Code will depend on the establishment of competent regulatory bodies and the publication of relevant decrees. Engaging various stakeholders throughout this process will be critical to ensure that the framework operates effectively and fosters an inclusive digital environment.

As highlighted in the World Bank’s May 2024 report titled “Djibouti Digital Economy Diagnosis,” while there are inherent challenges, the strengths within Djibouti’s digital ecosystem can pave the way for a competitive and inclusive economy. The future looks promising as Djibouti embarks on this transformative journey, ultimately reinforcing its technological sovereignty while embracing the limitless potential of the digital age.
