RIYADH: In a groundbreaking development for the region’s energy landscape, Egypt’s Nuclear Power Plants Authority (NPPA) has proudly announced the granting of a permit to build a state-of-the-art spent nuclear fuel storage facility at the El-Dabaa nuclear power plant, located approximately 320 kilometers northwest of Cairo. The construction of this facility is slated to kick off in 2025, marking a pivotal moment in Egypt’s ambitious nuclear energy program.

The NPPA’s decision to proceed with this project underscores the commitment to environmental safety and technological advancement. Designed to securely contain spent nuclear fuel for up to a century, this facility incorporates cutting-edge safety measures and practices, ensuring compliance with both national and international safety standards. The facility’s construction aligns seamlessly with Egypt’s broader goals of enhancing its energy independence and promoting sustainable energy solutions.

El-Dabaa is not just Egypt’s first nuclear power plant; it represents the largest energy initiative in decades, undertaken in partnership with Russia’s Rosatom. The power plant will be home to four VVER-1200 reactors, replicating technology successfully utilized in Russia and Belarus, thereby fostering a significant boost in the region’s energy capacity and reliability.

Chairman of the NPPA, Amjad El-Wakeel, expressed his enthusiasm about this landmark achievement, stating, “Securing this permit is a tremendous milestone for Egypt’s nuclear ambitions and demonstrates our dedication to building a safe and sustainable energy future.” The journey to this point has been thorough, with the NPPA submitting a detailed permit request to the relevant authorities on June 12, 2024, complete with design specifications, backup studies, and extensive reviews by nuclear experts.

The approval, granted on December 31, 2024, came after rigorous examinations and site inspections by the Egyptian Nuclear and Radiological Regulatory Authority (NRRA), which visited the El-Dabaa site earlier that month. Their thorough assessment acknowledged the site’s suitability for construction, taking into account key factors such as low seismic activity and an ample supply of cooling water, which makes El-Dabaa a strategic location for nuclear energy deployment.

Since its inception in planning back in 1954, the El-Dabaa project has progressed through various stages, with international collaborations solidifying its foundation. The project gained formal approval in 1983, was publicly announced in 2007, and received vital backing from the International Atomic Energy Agency in 2010. Bilateral agreements with Russia were finalized in 2015, with contracts officially commencing in 2017, leading to the start of construction in July 2022.

As Egypt confidently strides forward with this critical energy project, it embodies a commitment to diversifying its energy sources and harnessing renewable and nuclear energies.
