Museveni Orders Review of City Square Redevelopment Proposal in Kampala

President Yoweri Museveni is considering a significant redevelopment proposal for City Square in Kampala.

The plan, submitted by businessman Hajj Hassan Bulwadda, aims to transform two acres of this iconic public space into a solar-powered commercial complex featuring a hotel and shopping mall. Museveni has instructed the ministry for Kampala and the Kampala Capital City Authority (KCCA) to evaluate the proposal and report back.

Kampala’s City Square Redevelopment Proposal

The redevelopment of City Square could mark a pivotal shift in how public spaces are utilized in Kampala. The proposal envisions an eco-friendly complex that utilizes solar power to meet its energy needs. This initiative reflects a growing trend towards sustainable urban development.

City Square has historically served as a vital public area for gatherings, celebrations, and recreation. The proposed changes could significantly impact its character and accessibility, raising concerns among residents and urban planners alike.

Kampala: Key figures on City Square redevelopment

  • Two acres of City Square proposed for redevelopment
  • Proposal submitted on August 18, 2026
  • Letter from Museveni dated August 30, 2026

Concerns Over Public Space and Urban Planning

The proposal has sparked discussions about public access and the preservation of green spaces in Kampala. As the city faces rapid commercialization, the balance between development and public interest is increasingly scrutinized.

Similar to a previous proposal by businessman Hamis Kiggundu for the Nakivubo drainage channel, this redevelopment raises questions about the management of public assets. The community’s response will be crucial in shaping the future of such projects.

Next Steps for the Proposal

  • Kampala ministry to study the proposal
  • KCCA to consult on the redevelopment plan
  • Report back to President Museveni

This redevelopment proposal could redefine public space usage in Kampala.
