Senegal is transforming its education landscape with a new digital library aimed at bridging access gaps.

The national digital library, part of a US6 million education reform program, was launched on April 20. This initiative is a cornerstone of the government’s 2025–2029 digital education strategy, designed to modernize learning and provide equitable access to educational resources across the country.

Senegal’s Digital Library Enhances Learning Access

The digital library offers validated educational content for all schooling levels, from preschool to secondary education. Accessible via smartphones, tablets, and computers, it includes lessons, interactive exercises, and revision tools that support both classroom teaching and independent study.

This initiative aims to ensure continuity in learning during school disruptions while reinforcing long-term education reform. The platform is structured around two main systems: Senkala, which emphasizes assessments and exercises, and Promet, which provides structured educational content for self-paced learning.

Connectivity Challenges in Rural Areas

Despite the ambitious rollout, connectivity remains a significant hurdle. National statistics reveal that fewer than 4% of rural households have internet access, compared to about 44% in Dakar. While the number of internet users in Senegal is projected to reach 11.5 million by the end of 2025, analysts highlight that the quality and affordability of internet access vary widely across regions.

Education officials emphasize that the digital library is intended to complement traditional teaching methods, with teachers playing a crucial role in curating and validating content. This project is part of a broader effort to modernize public services and enhance human capital development in Senegal and other francophone African economies.
