The Comoros is taking significant strides in carbon credit innovation with a new pilot initiative.
Verra has approved the first carbon credits under a pilot initiative that utilizes digital monitoring, reporting, and verification (DMRV). This groundbreaking approach allows for high-frequency issuances, such as monthly or bi-monthly crediting, and the first credits were generated by the Foumbouni–Mitsamiouli solar farm project on Grande Comore.
Comoros Launches Innovative Carbon Credit Pilot
The Foumbouni–Mitsamiouli solar farm project, developed by Aera Group, is the first to benefit from this new pilot initiative. This project employs the Clean Development Mechanism (CDM) methodology AMS I.-D: Grid Connected Renewable Electricity Generation, providing clean electricity to communities with limited access to reliable power. SustainCERT served as the validation and verification body, ensuring a fully digital verification of the monitoring data submitted by Aera Group.
This pilot is part of Verra’s broader strategy to digitize the project cycle, aiming to enhance efficiency, speed, reliability, and transparency. The Verra Project Hub, an online platform, facilitates the digital submission of monitoring data, which is crucial for quantifying net emissions reductions and removals.

Future Expansion of DMRV Initiatives
Following the pilot’s completion, Verra plans to extend this DMRV approach to additional projects. The organization aims to streamline issuance processes, enhance data quality, and reduce administrative burdens for all stakeholders involved. Verra is also exploring the DMRV-based high-frequency issuance process for other project types, including carbon capture and storage activities and clean cookstove initiatives.
