This innovative legislation, which has been two years in the making and developed through extensive consultations with stakeholders, aims to accelerate the country’s digital transformation journey and position Djibouti as a regional digital hub.
The Digital Code, comprised of eight comprehensive volumes and nearly 800 articles, covers essential areas that include data protection, cybersecurity, and e-commerce. It also ventures into the realms of cryptology, digital consumption, and innovative services, ensuring that all aspects of the digital economy are taken into consideration. According to the Ministry of Digital Economy and Innovation, this ambitious project signifies a major step forward for Djibouti, creating a solid framework to foster innovation and instill digital trust among consumers.
This strategic initiative aligns seamlessly with Djibouti’s “Vision 2035,” which envisions the country stepping up as a key player in the digital arena in East Africa. By bolstering technological investments and enhancing the execution of public digital projects, including electronic identity and e-government services, Djibouti is positioning itself as an attractive destination for both local and international tech enterprises.
However, the successful implementation of the Digital Code will depend on the establishment of competent regulatory bodies and the publication of relevant decrees.
