The EIB’s significant funding is earmarked for loans to the power grid operators in both nations—Red Electrica in Spain and RTE in France. This project, dubbed the Bay of Biscay project, is poised to be a game-changer. Once completed, it’s projected to almost double power exchange capacity from 2,800 megawatts (MW) to 5,000 MW, ensuring a more resilient energy framework for both countries.

Construction on this ambitious project is already underway and is slated to span over 400 kilometers. On Monday, the first tranche of funding—amounting to 1.2 billion euros—was officially signed at the EIB headquarters in Luxembourg. The momentous occasion was attended by key figures, including EIB president Nadia Calvino, EU energy commissioner Dan Jorgensen, and senior officials from both France and Spain.

The European Union has set an ambitious interconnection target for its member states, aiming for at least 15% of installed electricity production capacity to be interconnected by 2030. This strategic goal is part of a broader move to enhance the bloc’s energy security and cohesion.
