The UAE participated in the “Third Forum of Electoral Administrations in the Arab Countries”, which was organized by the League of Arab States, the Electoral Assistance Division of the United Nations Political Department and the United Nations Development Program, the “Regional Project for Electoral Support in the Arab Region”.
During the forum, which was held via video communication technology for 3 days under the slogan “Electoral Systems in the Arab Countries”, the state was represented by an official delegation headed by Sami bin Uday, Assistant Undersecretary for the Support Services Sector at the Ministry of State for Federal National Council Affairs, and whose membership included many officials. Senior officials in the Ministry of State for Federal National Council Affairs in its capacity as the General Secretariat of the National Elections Committee, as well as representatives of electoral administrations in the member states of the League, and representatives of regional and international organizations specialized in electoral matters. During the forum, the country’s delegation presented a paper in which it reviewed the “Political Empowerment” program launched by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, “may God protect him”, in his speech on the occasion of the 34th National Day of the Union in 2005, which formed a plan of action and an integrated national vision. To activate the role of the Federal National Council, develop political participation, and consolidate the Shura approach according to progressive stages in line with the peculiarity of Emirati society.
Sami bin Uday said: “This forum was an ideal opportunity to review the achievements of the UAE in building a pioneering parliamentary experience in accordance with a path defined by the political empowerment program of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, “may God protect him”, which aims to activate the role of the Council. As an authority that supports the government in working to serve the country and the citizen, through which the values of participation and the Shura approach are entrenched according to a systematic gradual path, it has contributed to building a parliamentary experience commensurate with the advanced position that the state occupies on all global indicators.
He added: “This forum also allowed us to review the UAE model in managing electoral cycles, which has become an example by adopting the best modern and innovative technologies, and working to employ them to support efforts to spread a culture of political participation on a large scale, as well as to facilitate participation procedures. In the electoral process, which its previous four sessions achieved effective participation of all groups and members of society.
The working paper dealt with the achievements of the electoral cycles, and the techniques that were employed to facilitate participation in them, including the electronic voting system.
