In a groundbreaking move to enhance educational provisions for students with special needs, Ghana’s Minister for Education, Haruna Iddrisu, recently announced plans to transition from a traditional grant-dependent funding system to a more predictable and sustainable model. This announcement came during an engaging session with heads of Special Schools and Integrated Senior High Schools in the bustling city of Accra, where the Minister expressed the government’s unwavering commitment to improving special needs education across the nation.

The shift is not merely administrative; it symbolizes a renewed dedication to inclusivity and accessibility in education. Currently, many special schools face financial instability due to reliance on periodic grants, which often hinders not only teaching but also feeding programs and access to essential assistive devices. Mr. Iddrisu’s new initiative aims to mitigate these issues, ensuring that deserving students receive the consistent support they need to thrive academically.

During his address, he explained that the revised model will utilize a revamped GETFund structure, which earmarks funding resources specifically for learners with special needs and individuals living with disabilities. This strategic allocation is set to provide the stability required for schools to effectively plan long-term and enhance operational standards.

The Minister highlighted that the government anticipates an annual budget requirement between GH¢65 million and GH¢100 million to ensure that special schools can function optimally, delivering critical services that empower students reliant on specialized support. This allocation aligns with President John Dramani Mahama’s broader vision to expand educational opportunities while dismantling barriers faced by persons with disabilities.

Moreover, Iddrisu pointed out that the insights gathered from school leaders about infrastructural gaps, teacher training needs, and accessibility hurdles will be invaluable. These findings contribute to a comprehensive Cabinet Memo being prepared for the President, ensuring that the redesigned funding model directly addresses the authentic needs of schools and learners.
