The EU Border Assistance Mission at Rafah is set for a leadership change.
Col. Vittorio Stingo will take over as head of EUBAM Rafah on 1 November 2026, succeeding Nataliya Apostolova. His initial mandate will last for eight months, concluding on 30 June 2027.
New Leadership for EUBAM Rafah Mission
Col. Vittorio Stingo, an experienced officer from the Italian Carabinieri, has been appointed to lead the EU’s civilian mission at the Rafah Crossing Point. This mission plays a crucial role in providing a neutral presence and supporting Palestinian border personnel. Stingo’s appointment follows the tenure of Nataliya Apostolova, who has been at the helm since 2023.
The EUBAM Rafah mission was established in November 2005 but faced operational challenges, being placed on hold in 2007 after Hamas took control of the Gaza Strip. The mission resumed operations in January 2025 and has facilitated the crossing of over 13,000 people since its redeployment.
Context of the Rafah Crossing Point Operations
The Rafah Crossing Point serves as a critical gateway between the Gaza Strip and Egypt. While EUBAM Rafah provides technical advice and support, the responsibility for managing the crossing lies with Palestinian border authorities. This structure ensures that the mission operates without an executive mandate, focusing instead on monitoring and assisting local personnel.
Stingo’s background in public order and security operations will be vital as the mission continues to navigate the complexities of border management in this sensitive region.
Upcoming Steps for EUBAM Rafah
- Col. Stingo will officially assume his role on 1 November 2026.
- The mission’s mandate is renewed until 30 June 2027.
The leadership transition at EUBAM Rafah marks a significant moment for border management in the region.
