Prominent lawyer Dickson Jere has emphasized that Members of Parliament elected through Zambia’s Proportional Representation (PR) system should be recognized as elected MPs, not nominated ones. He clarified that the Constitution differentiates between MPs elected via the Mixed Member Proportional Representation (MMPR) system and those nominated by the President.

Jere highlighted that the presidential vote plays a significant role in determining the allocation of PR seats. Voters indirectly influence which MPs enter Parliament through the party-list system during presidential elections. When citizens cast their votes, they are selecting candidates across three categories on a single ballot.
Under the amended Constitution, PR candidates must file nominations with the Electoral Commission of Zambia (ECZ) and meet specific qualifications. This process ensures that only valid candidates are considered for election.
