The Speaker of Parliament, Alban Sumana Kingsford Bagbin, has announced that the House will reconvene on September 3, 2024, at the Dome of the Accra International Conference Centre, a venue chosen after renovations are made to the main parliamentary chamber. This decision aligns with Article 112(3) of the 1992 Constitution, emphasizing a commitment to modern governance practices.
The ongoing refurbishment of the main chamber, which has a budget of €2.26 million, aims to enhance the functionality of parliamentary sessions. As part of these upgrades, the Majority caucus called for a recall, enabling the Speaker to address essential government matters, which is constitutionally required.
Significant changes are underway, including the removal of all seats and equipment to facilitate a complete overhaul of the chamber’s technological capabilities. Outdated cables, some of which have been in use since 2014, are also being replaced. The Acting Director of ICT in Parliament, Lesley Addico, noted that the average lifespan of such cables ranges from 10 to 15 years, showcasing the importance of staying current with technological advancements.
One of the most exciting features of the revamped chamber is the introduction of a biometric system that will allow Members of Parliament (MPs) to electronically register their attendance. This innovative system marks a first in the sub-region, paving the way for electronic voting through biometric recognition. This streamlining of processes aims to make parliamentary operations not only more efficient but also more transparent.
The new configuration will include advanced “tabletop” setups designed with 15-inch touch screens, microphones, and other digital tools that will give MPs instant access to vital materials like votes, proceedings, and reports. Reports can be seamlessly uploaded by the Table Office and other parliamentary officers, further digitizing the legislative process.
In support of these improvements, high-quality broadcasting cameras and a comprehensive video production system are being installed, thus enhancing media coverage of parliamentary activities. This setup will ensure that journalists receive high-quality feeds directly from the chamber.
This important project is being carried out by African Bagg Limited, a proud Ghanaian firm dedicated to improving the nation’s legislative infrastructure. The firm is working diligently to have everything in place by the end of October, ensuring that the third meeting can commence without a hitch.
