Migration: EC calls for stepping up aid in Morocco

The European Commission congratulated Morocco on its actions in the field of migration and underlined its willingness to develop a closer partnership with the Kingdom.

In its assessment of the progress made during the last four years to be submitted to the Heads of State and Government of the Twenty-Seven at their next summit in March, the Commission has reserved a special mention for Morocco as a reliable partner, serious and committed.

"I would like to congratulate Morocco for its actions and assure it of our support. We look forward to developing a closer, deeper and more ambitious partnership with Morocco, "said Dimitris Avramopoulos, European Commissioner for Migration, Home Affairs and Citizenship.

This is not the first time that Europeans have welcomed Morocco's efforts in managing migration flows.

The humanist vision that guides the Kingdom's policy in this area under the leadership of HM King Mohammed VI, the exemplary collaboration of Morocco with the European Union and the various actions carried out at regional and international level are recognized by all.

The Kingdom's commitment to the governance of migration is palpable at several levels. Flagship measure of this commitment: Two regularization campaigns were conducted, the first in 2014 and the other in 2017, which allowed more than 50,000 migrants to enjoy a range of rights and benefits related to their social integration.

In addition to exemplary cooperation with the EU, Morocco has helped to facilitate important dialogue dynamics such as the Rabat Process or the co-chairmanship of the Global Forum for Migration and Development, as well as the actions carried out at the level of African Union, especially the Royal Initiative to create an African Migration Observatory. The official report of the European Commission, published on Wednesday, supports this testimony by saying that aid to Morocco needs to be further intensified, given the significant increase in arrivals of migrants by the Western Mediterranean route and must understand the continued implementation of the € 140 million program to support border management and the resumption of negotiations with the Kingdom on the readmission and relaxation of the visa regime. These measures should also include the encouragement of legal migration.

In its progress report on the implementation of the European Agenda on Migration, Brussels notes that Morocco has worked to strengthen the control of its borders and has prevented a large number of migrant departures to Europe.

The report stresses that for more than 10 years, the European Union has been Morocco's most important partner in terms of technical and financial support for migration and is working to further develop its relations with the Kingdom in order to put in place "A closer, deeper and more ambitious partnership".

The EU and Morocco signed a Mobility Partnership Agreement in 2013, says the European Commission. Cooperation also takes the form of regional dialogues in the context of the Rabat process and the African Union.

In a recent interview with MAP, EU High Representative for Foreign Policy and Security Federica Mogherini has rightly emphasized the important role that Morocco plays in the regional arena.

"Morocco is a key country in two organizations which, for the European Union, are natural and strategic partners, the Arab League and the African Union, with whom we cooperate closely".

She said that the Kingdom "has taken new steps in its development, and has its place in the search for common solutions, whether it concerns issues of development, migration, security or regional stability".
